Chrysler is bad for tricks like that. My wife and I bought a new Town & Country in 2006. It was all decked out too. It had a dvd player in it. After we signed the papers and were about to leave, we noticed that it had no screen for the dvd. We found out that it was extra and they wanted $800.00 to add it on. What a crock!!!! We finally agreed to pay half of that which was still not at all fair.

In 2004, the last time I went shopping for a new TV, SUVs, by all the makes I looked at, came with a hitch, if you purchase it with a factory "tow package". Ford, GM, Land Rover, Toyota, and Chrysler SUVs were all available with a factory installed hitch.
I ended up purchasing a Chrysler product. A Dodge Durango 4x4 with the "tow package", which included a factory installed hitch. In my glovebox I found a sealed plastic bag that contained a 7pin to flat-4 adapter, a small wire harness for a brake controller, two relays, and a "tow package" instruction sheet.
No unexpected surprises, or tacked on fees. It came with everything on the sticker, as expected. The DVD player came with a screen, and the aluminum wheels are solid aluminum.
How would the "Tow Package," not include a hitch to tow with?
Explain then, how not having a hitch in the "Tow Package," would then make sense to call it a "Tow Package?"
It couldn't be a "Tow Package," because the "package" does not include something to "Tow with," called a hitch.
The OP has an absolute right to feel deceived, IMO.

Does it make any sense that it would not include a hitch? No. Was it deceptive? No. They listed exactly what was in the group and he got exactly what was listed. He made an assumption and it was incorrect. That isn't the manufacturer's fault. I'm certainly not trying to defend Chrysler or the dealer, but it doesn't sound to me like he was promised anything (except for maybe the power with the power inverter) that he didn't receive.
When we bought our vehicle, it very clearly indicated in the list for the trailer package that it included a hitch. I think the offer of doing the hitch for $125 is fair. He isn't going to find a hitch installed for much less, if any, than that.
You are right, it was listed as is but it was misleading to say the least. The van came with a windshield but it was listed. In a "tow package" I"d expect to be able to "tow" something not take the van to an aftermarket place and add a bunch more stuff to the van.

You would think Chrysler could take some of the money they saved by having some kid with a crayon design the exterior of the T/C, instead of a professional and competent designer, and use it toward supplying a hitch with the "tow package." My Gawd, but they have made it ugly!! Anyhow, I would still expect a hitch, regardless of what was listed. I ordered power locks on my car, the brochure didn't list a key or keyhole as part of the package, but I still would expect them. I would expect an antenna on my radio, even if it wasn't mentioned. I would... hmmm, wait; I just remembered that my wife's Grand Caravan came with only one ignition key, and a second one would cost us over $150. Yep, I guess I would expect Chrysler to screw customers whenever they can, after all. Nope, I am not surprised there was no hitch. With customer care like that I just can't understand why their sales are down.
No minivan comes with a receiver from the factory. None. Ford, Toyota, Mopar, GM, and Nissan vans all come with a tow prep package that doesn't include a hitch, but does include at least some fluid cooler upgrades. Honda's package includes the hitch, but their entire package is a DEALER installed option. You think you got it bad, Honda minivan buyers pay in excess of $1,000 for a hitch, fluid coolers and a 4 flat plug when they buy at the dealer.
$125 for a class III hitch designed to work on the prethreaded holes and nuts on the van plus the wiring is a very good deal. I shopped aftermarket a BUNCH and paid that much for my Hidden Hitch and 4 flat (parts only) for my Honda van.
