Hampton Beach St. Park in NH is about as close as you can get to the ocean.

The Breachway in RI. Have to be self contained. Dirt parking lot like camping, but right on beach. We like it there and go about once a month.

Salt ponds on one side, breachway on another, and beach on the other.

Burlingame is close by as is Fishermans memorial (not on beach but on a salt pond and close to beaches.
