..why are some rally threads made stickys and others aren't ??

Hi Shannone!

The rally has to be within a certain timeframe to become a sticky
AND
a certain number of people must have signed up for the rally.

Specific numbers will surely be given by someone more in the know.

per the Announcement at the top of the Rallies, Shows and Gatherings forum, Moderators Note: Rally Notices Stuck At The Top...., the first line in bold is:
1. Please do not request a "sticky" prior to 60 days before the event unless there are special circumstances.
