Did they give you a WRITTEN estimate, or a verbal one. Laws vary from state to state but in many cases if they give you a WRITTEN estimate... They have to honor it. I have had places honor a VERBAL one, but that is customer relations, Written they may have to honor.

Did they fix something or nothing? Did they give you a new estimate of how many hours it will take to complete each fix?
At $96 per hour, they should be working fairly quickly, not just sitting around and taking their time to get around to it.
Yes I understand your frustration. They spent up to 8 hours to find out that the RV will take more hours to fix it. I am wondering if they did not fix anything, can you just go and pick up the RV from them? Did they at least tell you "We need this many more hours to fix it right?"
I am glad that most of the problems in my RV where fixed while it was still under the 6 year extended warranty.
It seems like the stove hood could have been replaced for less than they quoted to repair it.
My furnace also cycles on the high temperature limit, it has done that since it was new. I would have to install more supply air ductwork to prevent this problem, but I can not find any good location to install the air ducts, so I can not fix it. I just rarely use the furnace, mainly using my Olympic heater instead, because I dry camp so much.

Sort of OT.. but similar situation.. It sounds like what happened a few years ago to my mother... She was moving to AZ and hired a local moving company to load a U-haul and pack her belongings.. After the quote was agreed, they worked till the quote was fullfilled and then asked...."Do you want us to keep packing and loading for more money....".We have already used up the quoted price for labor and materials".... They were only half done....Go figure... It was pouring rain out also and they promptly left when she refused to pay more...So much for customer service....

Verbage is inserted into Shop Work Order to differenciate between REVIEW and REPAIR.
The authorization paragraph in the Shop Work Order specifically states, " I hereby authorize the REPAIR work..," This statement indicates that the SHOP WORK ORDER form is designed to outline neccessary REPAIRS to the vehicle.
The wording inserted by the service manager, M*k W*r, in the line items shows WRVW intends to either REVIEW w/o CHARGE, REVIEW and CHARGE for the estimate, or REPAIR.
Line items that do not have a time estimate cannot be charged per the wording of the release paragraph.
Line items that have no indication of REVIEW, ADVISE or REPAIR must conclude per the authorization repair/service paragraph the line item refers to REPAIR and if the work is not done, there can be no charge.
Line Items 1, 10, 17, and 47 have the wording REVIEW
Line Items 4, 13, 18, and 46 have no such language, and the Shop Work Order Form authorization release uses the word REPAIR, not review or advise.

We,the owners who requested REVIEWS and REPAIRS be made to the RV, hold to our part of the SHOP WORK ORDER and agree to pay for the REVIEWS(see Line Items paragraph) the sum of $150.00 to WRVW. No REPAIRS have been made to the vehicle by WRVW.
No, they can not keep the RV. If they believe the contract favors them, small claims would be the next step, but I don't believe that is the case. It appears this is their standard practice, something that a simple challenge won't correct. If not, like you said, pull the RV out and find another dealer. I can recommend someone in the SE Wisconsin area if you'd like.
