It appears that there are many here who have never had a 'service' job where one needs to do more than just do the job. Anyone can drop the plates of food on the table. Anyone can tell you where to be at the end of the day. Anyone can simply follow the last vehicle.
I cannot see the wagonmaster or tailgunner not doing more than the basic job. This is tourism. It is part entertainment & part service. This is not much different than going on a fishing charter. You tip the boat, especially if the crew, including capt, worked hard. Doesn't matter if fish were caught or not. I spent 18 years operating a charter sightseeing/snorkeling boat. My job was little different from what I imagine a wagonmasters job is. It was more than driving a seagoing bus. There were tippers & non tippers. The tippers tended to be the more worldly travelers than the run-of-the-mill tourist out to spend as little as possible.
15% even 10% on a $7000 caravan is a bit much IMO for something where you are on your own most of the time. Up to 5% split between wagon master & tailgunner depending on level of service may be more appropriate.

Does he NEED a tip.???? I am not sure about need but I would think if someone does a good job offering their services to you that you would want to tip them.
We went on a 6 week Mexican caravan some years ago. The wagon master and his wife had done the trip many times before and were able to do much more for us then just lead the way. The tail gunner helped some with mechanical problems as well as waiting for some that fell behind. In getting to know them I found out that the company paid there basic expenses but not much over that so they had to count on the tips for anything extra. In our case they earned more then the $1.00 a day and I'm sure some gave them more then $3.00 per day and they earned it.
