Check out RiverCamp USA at Piney Creek near Sparta Nice place and great people. They are located on the South Fork New River, a great canoeing destination. They rent boats and are a Passport America park (half off if a member).
In the same area the New River State Park has walk-in camping at the Wagoner Road access and new RV sites at the US221 access. I don't think they rent boats, but there are outfitters nearby.

Take a look at Twin Lakes if interested in Eastern NC. Bet lots of places in mountains but no experience.

I just googled "nc river campgrounds". Came up with a bunch of great looking options. Take a look and pick any one of the sites... don't think you can lose!

In Va, try James River State Park. I think they have a five mile float from the Rt 60 bridge to the park. Nice river camping also.

James River Stae Park also has sites with E/W in the Red Oak campground. They are not by the river but are nice sites. River sites are boondocking sites. The float from the US 60 bridge to Canoe Landing at the upper end of JRSP is closer to 8 miles and is a great all day trip. For a shorter float you can put in at Canoe Landing at the upper end of the park and take out at the lower end of the park at the boat ramp. It's about 2 miles. Niether trip offers much in the way of whitewater but the fishing is pretty good.

City of Grifton NC has campground on Contentea Creek with water access @ campground. Also on the Neuse River @ Kinston, NC is a campground that is part of Kinston/Lenior County Parks. Again river access @ campground. Both of these are located in eastern NC. Full Hookups were $10 last year.

I've often camped on Kerr Lake in NC (NC State Parks), and frequently saw folks enjoying their canoes.

We also did James River SP, had a great time. You can ride a shuttle up to rt 60 and the Park has area to park your vehicle when you finish. This is a do-over trip for us this summer.
