I know that LEOs in Texas can sometimes be a pain in the rear. I know of a case of an out-of-state tagged truck (1 ton dually) who got a ticket for not having mud flaps behind the dual wheels even though the state issuing the tags didn't require it.
I'm also from MO with a MO DL and run OR plates, but am not a permanent reside anywhere.
PS Watch out for the Round Rock PD.

While stationed in Texas with the US Army I had a high top van properly licensed in Texas. I also had an expired Alaska license plate with my amateur radio call letters installed on the ladder at the rear of the van far above any reasonable location for a license plate. I also had two amateur radios installed with antennas on the exterior of the van. There were no indications it was a current license, The word Alaska and year was covered with black tape. The leo stated he did not know what an amateur radio call sign was and he was going to cite me for an illegal licensed vehicle, even though the current Texas plates were displayed in the correct positions. I insisted he call a superior officer and question his actions. He did so and I could hear the response telling him that I was legal as long as the Alaska plate was not current, to just send me on my way and do nothing. He still insisted I remove the plate in his presence and told me I could not use it again. I removed it but reinstalled it later the same day. Some people just can't take being made a fool by their own actions.

Here in Ohio we have two plates. I thought ohio was bad for things like that.

I'm a Texan and in the Valley about 6 months of the year. Never heard of anything like this before. I have a lot of contacts in the Valley and I want to persue this. What town did this occur in or whas it DPS (highway patrol) and what was the date. As soon as I can get some info, I will post it here. Awaiting your reply.

Does this mean that states like NM will require Texans to remove one plate to drive there?

I think it is all about money, many municipalities supplement their city budgets by having there police departments enforce any laws that are on the books. If you go to court the charges are usually dropped but the fine remains.

There is a book available to LEOs that provide pictures and other information on every states DL and plate and requirements for them.
Only costs a few dollars, and it's pocket sized, so Barney can carry it and his bullet too.

Well, I for one think this whole business is ridiculous - What about states and other countries who don't have double plates? IMO what it means is that Texas has set itself apart from the rest of the country, that reprocity doesn't exist and its laws supersede all others. Does this then mean that Texas can thumb its collective nose at the Federal authorities next?

I drive truck and the reason for the mudflap on dually is for your own protection. Large rocks or or junk gets cought. If your window gets cracked you be the first one to squeel
