Are you planning on working or vacationing? Volunteering would be the same as vacationing. I would not get too worried about this. I have never heard of this being enforced. The troopers are more concerned with poachers, speeders and drunks, and they have the majority of state to enforce. Anchorage PD also has bigger fish to fry. I believe it is one of those unenforced laws like not being able to bring your horse into a saloon.

The $50 tax may help the cruise ship facilities, docks, etc. but it doesn't do anything for the rest of the services used. Many of the cruise ship passengers get off and onto a bus to tour, staying in cruise owned/leased hotels, eating in cruise owned restaurants, shopping in cruise owned gift shops, etc. Most of the employees of these cruise ship owned businesses are not Alaska residents and are only there for the summer before returning to their lower 48 homes to spend their earnings. For SE Alaska, the new law may help but it doesn't do anything for the rest of the state, such as maintaining roads for the tour buses to use, police/fire/ambulance services, water/sewer etc. The way the cruise ship lines run their off ship businesses, deprives the locally owned businesses of any revenues from the cruise ship passengers, IMHO.
That $50 for the dock tax may be the only part of what a passenger pays to be on the cruise, that ever makes it to Alaska. The rest stays in Seattle or where ever the home office of the cruise ship line is located. The ships are fueled in Seattle, supplied in Seattle or where ever, etc. for a round trip to Alaska. Some of the SE gift shops in the larger towns, where the cruise ships dock for a few hours, receive some benefits from the spending of the passengers on souvenirs, etc. But many of these gift shops are not owned by Alaska residents either, especially in places like Skagway.
I am just saying that the RVers are about the only group that pays their money to locally owned businesses and supports the services of the state. I feel if someone is working in Alaska for wages, then they need to follow the law and pay the required.
We have many people that drive illegally up here, i.e., no insurance, expired/revoked/suspended license, DUI, incompetent.
You are on vacation and are the least of law enforcements worries. Anyway, as long as you don't get pulled over, it shouldn't be a concern.
Just don't try to buy a resident fishing license as a non-resident or catch a fish illegally. That, you wll pay dearly for. You would rather have got snagged for a DUI.
