First thing, call one of those mobile pumps to come out and evacuate the holding tank. Then after it is empty it is a fairly simple job to unbolt the valve and remove it. But be prepared for more crud.

My guess is frozen. if its been cold the tank heater will heat the tank but allow the plumbing down to the valve to freeze. try some heat tape around the plumbing that is between the tank and the dump valve. Other than that only other thing it could be is that the handle broke off the gate. In which case when you move the handle may pull the whole way out or at least as you pulled and pushed it would feel different.

This story sounds all too familiar. If your cable or rod is still attached to the valve, the valve is probably opening. Here's the test. Find one of those clear elbow flush things. The one you hook a garden hose on to.
Close all the gray and black valves;
Put the flush elbow on the pipe and put the drain pipe cap on the flush elbow. (so the end is capped and water can't come out.)
Attach a garden hose. (best to have the on/off valve right there handy)
Turn on the water carefully and pressurize the plumbing.
Pull the black tank valve.
You will know immediately whether the valve opened or not.
Shutoff the water and CLOSE the black tank.
I'm betting the valve opens and that you have the nasty mountain.
If that is the case, go to the plumbing store and find one of those balloon things that fit into a sewer pipe and you attach a garden hose to. (beginning to think I has a garden hose fetish.) You should be able to find a short hose extension with an on/off valve in the same section.
Hook up your sewer and open the black tank.
Take Balloon deal with hose attach and place it down through the toilet into the pipe exiting the toilet.
The water pressure will expand the balloon creating a seal in the pipe.
The stream of water will breakup a lot of the mountain and get you going, but you will still have some work to do.

OK, the valve IS open, just can't get anything to move. A friend is en route with a snake and a hand pump. Can't do much at the toilet end until we get the level down. Thanks all for your time. Will be at this for many hours.

I second the turning of the rod clockwise, sometimes they loosen up during travel.

Poking around with awning hooks, snake and whatever else has limited success. A Drain Cleaning Bladder will seal the pipe and then direct a sharp stream of water. You can find these at Home Depot and the such. They come in different sizes. 1 1/2 - 3 inch and 4 - 6 inch. If I recall correctly, the waste pipe is 3". This is the voice of experience.

We had a similar problem with a young teenager and flushable wipes We now use a "Flush King". With the flush king, you can close the valve on it, then open your black water valve and force water into the Black Tank using the garden hose attachment on the Flush King. It took several attempts to get all the wipes out, but once cleared, the tank worked fine again..

Not sure how familiar you are with the area but there are a lot of dealers along Hwy 10 around Elk River. No doubt there are experts in one of those buildings.
I'm betting a freeze-up at the valve is the likly culprit

If the metal rod is threaded, it should just screw back into the gate. Mine came unscrewed on my last trailer, and that was all that was needed.
