If you can get by without hook-up's go up onto Skyline Drive inside Shenandoah and stay at Mathews Arm NPS campground...

Mountain Valley KOA, 3 1/2 miles south of New Market, VA

The highway from luray goes West straight into New market, Probably 10-11 miles.

The KOA is really nice, rustic and right on the side of the mountain, all sites are good and level, good store and a pool.

We stay there at least once a year, sometimes twice.

I have stayed at COuntry Waye alot of times. Now I live close by so do nto stay there but they have added sites and have improved it a bunch. They are really an adult oriented campground as the the Jellystone down the road is the kid destination.
