I am noticing this black stick (tar like) material oozing around the cab over window frame on the inside. I am assuming it is some type of sealant. The RV is about 9 years old. Is it time to remove the window frame and reseal it. Also, what is this stuff called?

It's called Butyl Rubber Tape -- It comes in a roll and you can get it online or at your local rv dealer.
After you undo the screws of the frame Use a thin putty knife and be very careful not to damage the rv skin. You have to go around the frame to break the seal of the rubber. Take your time and go slow. It is easier on a warm day, I did it once on a cold day and had to use a heat gun to soften the rubber tape up enough.
As you take off the old rubber, make a ball of it and use the ball to help lift the old sticky rubber off the window frame.
I use the tape for sealing areas where wires go in and around coax cable connectors that are outside to waterproof them. It is also used around roof vents in the rv.
