I will be traveling around Sacramento via taxi, something I have never done.

What is the going rate to tip a taxi driver?

Just realize what distance you are going, and consider that. Drivers usually are compensated per drive, not per mile, so consider fuel/wear/tear on vehicle and how you were treated.

What I am saying is, the change to round up to the nearest dollar is NOT enough.

I rarely take a taxi, but I make the same trip by taxi a few times a year. The cost is $9 something and I give the driver $11.

One driver asked how much it normally cost for the trip, didn't start the meter, and then followed his GPS that took him on a totally different route than any other driver has used. He complained that it wasn't a $10 trip and I ended up paying him like $15. I should have called the taxi company to complain about lack of meter usage, but I never did.

10% basically. If at an airport and they load luggage and get out, carry it up away from the curb or the cab is extra clean, more is good. Dirty cab, surly attitude and they get not so much.

Depends on the driver. Usually 10-15% for "normal" $10-12 ride. Here the meter measures a combination of miles and time and it mounts up fast. OTOH, if the driver is not helpful, parks way off the curb, takes a goofy route, etc., less. Sometimes even zero.

I spent a weekend in Vegas a while back and decided we'd skip the rental car and just use taxi's to get around. By the end of the weekend I had spent twice as much on taxi's and tips as I would have if I just got a rental car.

That guy was either new (unlikely) or giving you the shaft...one of the job requirements is to know how to get from point "A" to point "B" without a GPS. Besides, his GPS might have been set to avoid highways or had another setting set to force a longer trip.

If you're just going up and down the strip, walk, it's usually a nicer trip.
