Do you think a Toyota Highlander hybrid could tow a Jayco Jay Feather Ex-port 17c? It is within the ratings and we will only tow in mostly flat areas.(i.e. Florida, south Georgia, south carolina.)

Its surely one of the smaller hybrids and you state that your within spec so enjoy as you try to avoid the ruthless cycle of upgrading TV and then chasing your GVWR with a larger trailer.

If the 17C is the new trailer then you wil love it. If the Highlander is the new addition, then enjoy! I have the 17C and pull it with a 6cyl trailerblazer and it does fine

This ain't gonna work to your satisfaction without a tremendous effort.
Sure, if it's within ratings you can tow it. But most of us just starting out misunderstand the ratings completely. I know we did! 
Toyota Highlander Hybrid has a maximum towing capacity of 3500 pounds. But only when empty (only a 150 pound driver). Rare exceptions are noted in your owner's manual. Put 500 pounds of family, dogs, and gear in the vehicle and the towing capacity drops pound-for-pound to 3000 pounds. You get the idea.
The Ex-PORT 17C, has a Gross Vehicle Weight Rating of 3500 lbs. and unloaded weight of 2925 lbs. This only gives you 575 pounds you can safely put in the trailer before it exceeds the gtrailer's GVWR. Even if you can limit your stuff to 575 pounds in the trailer you'll hit 3500 and that's the maximum towing capacity of your tow vehicle. Empty tow vehicle.
Looking at it another way, if you put 500 pounds of family and stuff in the the tow vehicle the trailer has to be empty (2925) pounds or you'll be overweight.
Quick rule of thumb is to have at least 1000 pounds more towing capacity than your trailer weight to allow for minor stuff like your family and camping gear. I'd not tow more than a 2500 pound popup with this vehicle.

I pull a 17C with a Montana. Use a equalizer hitch, tranny cooler and take it easy. My trips are 2-4 hrs in length and mostly flat.

My '04 Highlander (3.3 AWD gasser---same rating as your hybrid) does a fine job with reasonable 4-5 passenger load---a solid 22-24 mpg---which ain't bad for a full-time AWD which goes just about anywhere I have ground-clearance---fantastic traction control.
When towing up to about 2.5K#....it starts, stops, handles just "OK"---mileage drops to about 14-16.....I've run it at 3.5K# load to see if it was worth it for local trips, but mileage & handling go right down the toilet---10 to 12 mpg....
My bottom line is will it handle and stop it at 55-60 on secondary roads, in traffic? NO WAY, JOSE!! That's what my Silverado is for!
I KNOW I would not be a happy camper---I know I'd be replacing things! And I get far better towing mileage with the truck.

Tow a larger/heavier unit with a 02 Highlander 3.0 V6. Does fine. Rides level with a properly adjusted WDH ans sway control. It merges into the highway and will maintain 60 mph just fine unless the wind is blowing, then I slow down to 55.
Several points to keep in mind for this vehicle:
- gas mileage for the gas-only suffers big time, I get between 11 and 13 MPG. Dont know for the Hybrid, but there is an Highlander Hybrid owner pulling a 3,500# Bambi on the Airstream forum getting better MPG, probably due to more aerodynamic trailer and the electric motor.
- you must use WDH, so make sure you get the hitch receiver rated for WDH, there are only two available online, one rated for 4,000# and the other for 5,000#. I got the higher rated one.
- can only speculate your Highlander will do much better do to the higher torque/HP from the electric/gas combo.
