I won't bore you with full restatement of the issue that exists in the prior thread Winter Texans Beware update 4/11, I'm sure you can review it if you are not familiar. However, I'm happy to report that it has finally all been resolved:

--- The TX Dept of Public Saftey issued a letter to me and copy to the Harlingen Police Chief stating that operation of an out of state vehicle with a single license plate was not a violation until such time as residency was established in TX. Hopefully, HPD will use this as a training tool.

--- The letter went on to say that reciprocity does exist with all states to honor and recognize individual state registration requirements. This should ease the minds of those of you out there also operating with one plate.

--- I have received a copy of the disposition of my earlier ticket, which was a complete dismmissal.

--- Upon further investigation with the state of MO, I discovered that a second plate was available. Since the single plate (while legal) has been a bone of contention, for the sake of a one time $3 fee I ordered a second plate, and I will receive two stickers annually.

--- I have received nothing from the Harlingen PD in the way of communication, nor do I necessarily expect anything. While I now consider the matter closed my confidence is low as respects any repeat occurrence.

I don't know that I would put this in the "win" column...just chalk it up to experience and move on. Thanks for all of the tips/advice and commentary I received. And for those of you who felt it necessary to respond with comments of "pay the fine", "more to this than meets the eye", and "you must have done something to provoke him"...well, I'm sorry you feel such cynicism! .....Brian

Brian personally I think you did the correct thing. It seems many people are just too busy and would rather pay the fine than really get the correct answers.

I read your original post and am glad that you have received the results as you have, I would have done the same as you, in NC we only have one plate also and am glad you posted the final outcome as we have been in S.Texas also and plan to return again, just could not believe that there are law enforcement officers that do not know that some states only have 1 plate.
NC is now having a problem(NCHP) with boats, overwidth, seems that some of the larger boats have a problem with the trailers being over the legal width, which I think is 108"(not quiet sure of that measurement) and we have a lot of fishing tournaments here and some of the out of state fishermen are protesting the ticketing of these boat trailers. NCDMV says they have to have an escourt and can only travel in day lite hrs and only week days, no holidays.. Anxious to see how that turns out.Happy Travels

lv2rom you have shown that the easy way out isn't always the best way and in this you have probably saved others of us from the same problems that you had with the HPD.I for one appriciate the direction you took with this.

Thanks for the update. We are interested in visiting Texas next winter. Do you happen to know how long you have to live in Texas before you are considered a resident? Would living at one RV park for 3 months be considered establishing residency?

Brenda, actually, now I do. The law states that relicensing is required at any one of these three points:
1)After a period of thirty days continuous prescence.
2)At such point as you accept and work in a job.
3)At such time as you establish a residency (domicile).

However, obviously they don't adhere tightly to this regimen or all winter Texans would be at risk after 30 days. Many of us stay up to 6mos in a park or second home without any problems. That is why this whole fiasco of mine was so out of charachter. ....Brian
