House is finished, but leveling the fiver in the driveway might be a problem. ANY IDEAS?

Is it legal to build like that?
In my area I drove few driveways, where the first thing touching it was my front bumper, but they had flat platform on the top. Don't think the horizontal space is long enough even for short 5-er.

The garages should have been dug down closer to street level and the sidewalks moved out next to the street instead of set back so far onto the property, making the driveways longer, with a lower rate of rise.
The project engineer should hung on a rope and the city inspector fired. This is a rediculus building plan. That it got this far to completion is amazing.
In a market where property sales are slow, I don't imagine anyone wanting to buy one of these. I sure wouldn't.

OK these photos were taken off the internet, And I have no idea where this house is located, but as you have all stated, who would buy a house with this type of driveway. I would have to buy only 4 wheel drive vehicles, plus with our snow, you would not be able to use it 6 months of the year.
Looking at the dirt color, it is not located in the mid West area, more likely the South or Wester states.
