Lake Havasu State Park is on the shore, but not as unregulated as you sound like you would want. park map

BLM has some dispersed areas nearby, but they are not on the shore.
link with some unofficial info & photos about those areas
official camping page from BLM Lake H website

I was there last year and they were very helpful. Even though they gave good directions to the dispersed areas and I went and looked at them, I ended up in the state park, where I felt more comfortable hunkering down for two days to ride out a BIG windstorm.

One thing you might try is Google maps. Use the satellite view. I found this location: 34.300417,-114.136652 which is a possible...

It might take some time to really research it this way.. there's a lot of shore.

I agree the pictures are of Black Medow Landing. You can camp right on the lake beach in the privite resort. You drive west from the Parker dam road just before the dam on the CA side. Expect to pay big prices and long reserve times. We doove in a looked around a couple of years ago. They have a golf course up on the bluf if your into that. Lots of sites NOT on the beach at lower rates. A long round about winding dirt road to get there.

Primitive camping on the lake shore? Maybe 100 years ago. A couple of state parks is your beat bet now.
