I have a 2003 Chevy 2500HD with 7 pin trailer light/brake plug. I also have a splitter so I can pull my utility trailer with a 4 flat and I can not get it to work with the 4 flat. If you have a break controller does this screw up something with the 4 flat?

All seven connections (actually usually only six, center is for backup lights and is rarely hooked up) have a separate wire from the front and shouldn't cause that problem. If it is a plug in adapter it could be faulty or if the splitter is wired in it could have been done wrong. Check the output with a test light or meter to be sure it isnt the trailer. Oh yeah check the white (ground) wire for connection to ground on both ends, lots of times it's that.
My Chevy came with a factory adapter that plugs into the 7 prong.
I use the adaptor plug all the time without any issues.
Have you tried testing the plug with a volmeter or test light? I wonder if something is wrong with it. If you're getting power on the 4 pin side, then there must be something wrong with the trailer wiring.

If no lights are working at all, I bet it's the ground connection, assuming the adaptor is fully plugged into the receptacle and the trailer connector is fully plugged into the adaptor.
I have noticed that I do have running lights but do not have turn signals or break lights. So with that being said I believe the plug is working just not properly.
test your adapter. it may be bad.
I have had to replace many adapters over the years.
I have even had to replace the plug on my trailer due to lights not working properly.
