Why empty the fresh water tank? The only reason that I could think of is to minimize weight. Anyway, most tanks have a low-point drain. It's typically a pull-up type valve, which extends to the underside of the unit. If you can't find the valve, look underneath for a stub of hose, then look at the floorboard above the stub.

you're going to make people mad if you waste their time emptying your fresh water tank at the dump site. a full 30 gallon tank would take way longer than dumping your gray and black tanks.
emptying a fresh tank is allowed anywhere. i'd open it up before getting on the road and let it drain on the way home.

I start to empty it as soon as I leave the CG and let it trickle out all the way home.
