Has anyone built a basement on a TC? I don't think it would be too difficult to design something to hold the weight on my Angler. Other than raising the clearance (and COG) about 9 inches, any comment on potential problems.
The cabover clearance will change in a non-productive way. One of the advantages for basements is the placement of the holding tanks ends up down low and clears up floor space. That makes for a better overall floor plan. Just adding on a basement would not accomplish that or make the floor plan improved. It would only add in storage under the camper.
An add on basement could be used for extra batteries, and long storage you might not have now, but I don't know about much else. Unless you plan on remodeling the systems you have now to take advantage of possible larger tanks, etc.
I would think that you would also want to look at a under the cabover box that could double as air deflector and lightweight storage compartment. Say for fishing rods, folding lawn chairs or such. Otherwise you would end up with a massive gap that just catches air when driving.
If you use a pass thru window, that too will be affected and may make it impossible for seeing back thru the camper. Baserment model windows are located lower to the floor for line of sight.
Just one more thing to consider.

A lot comes on a SE.
I have thought of doing this to my old 8.5' Lance. I could use the storage and add some waste tanks (none right now). I was thinking of building a "bed basement" and then sitting the TC on the "bed basement.

Since having the large (4'x8'x7") pack-rat slide-out drawer under the floor of my truck's utility body, I have really come to appreciate it's storage usefulness and convenience. It would be great to have this feature in a camper. I think your basement storage idea is a great one, especially if you can incorporate a sliding drawer into the idea. Check out the website of the maker of my slide-on utility body for what I'm talking about. It's called the Load'N'Go.
Sliding drawer units can also be purchased by themselves for mounting in the bottom of pickup beds and cargo vans from Weathergaurd truck tool box company.
