How long should it take for the fridge to cool down when running on gas? I had it on for an hour this weekend and I could feel the fins were cooler but the fridge as a whole didn't seems to cool down.

One hour with an empty firg will not do it. If empty it will take 6 to 10 hours to cool depending on the size of the frig. Fill it with cooled food and beverages and it will cool faster.

It takes several hours for the fridge to cool - if the rear fins are heating, the inside should be cooling. You can help your fridge cool faster by packing it with pre-cooled foods and/or jugs of frozen water.
Propane setting cools fastest, the 120-v second fastest.

It takes time to cool the frig. We usually turn the fridge on the evening before we plan on leaving. Next day, the freezer is -5.
When we first got the TT the freezer very seldom got much lower than 28 or 29 degrees. I thought something was wrong with it. Our trailer before always got down to about 10 degrees. However, the more I used it, the colder it got. It didn't happen over night. It took about 2 months. I don't understand why or how, it just did.
Now it gets to -5 on any given day and even in the hottest temps, it still hovers around zero. It now takes about 5 hours to go from 80 to zero!
Advise: get a small thermometer and put it in the refrigerator, so you can track the temperature.

An eternal question - for which there should be a ready answer - but there isn't. First, brand can make a difference - my new Norcold has a separate freezer and it makes ice cubes. My other one wouldn't. I always had to pre-cool my Dometic on 110. Didn't work well on 12 volts and would drain batteries on a short trip. My suggestion? Pre-cool on 110 volts. Put it on propane when you get to your campsite. Run it on 110 volts if available. Don't open the door! It will stay cool - maybe -

this is what we do. Plug it in the night before, load it the next day, flip it to gas and head out. I would just open the outside fridge cover and plug a cord into just the fridge. Works for us.
I suppose I better add the disclaimer, if you run the fridge on gas, shut it off if you are going to be entering a fuel station.
