All Jeeps with part-time 4WD make good toads. Be sure you get a good tow bar. Make sure that it is installed by someone who knows what they are doing.
If you are not going to use the Jeep offroad, I would get a Cherokee, Liberty, or Grand Cherokee. I have towed both a Wrangler and a Cherokee and there is not much difference in towing, but the Cherokee is more comfortable when used alone.

Have used our 2002 Wrangler 4WD Automatic as a toad since it was new. In my opinion, this was the ideal toad for us. The Jeep has approx. 45,000 driven miles and probably another 45,000 towed miles (38,000 miles on our current camper) with absolutely NO problems whatsoever!
We tow 4 wheels down with transfer case in neutral and transmission in park as has already been noted. Including brake buddy, connect and disconnect takes all of 5 minutes. We like the ruggedness and the small size of the Wrangler. The size came in handy two weeks ago trying to find a parking spot in downtown Providence during Waterfire!

We pull our Rubicon 4 down. The only way I know it is back there is to turn the camera on or on right and left turns. You will be happy with the Wrangler.

There are always exceptions.
MOST 4X4 Jeeps with a neutral position in the transfer case can be towed four down. ALWAYS follow the instructions in the Owner's Manual.

Some Patriots can be flat towed. Depends on drivetrain configuration.

Towing This Vehicle Behind Another Vehicle (Flat
towing with all four wheels on the ground)
CAUTION!
DO NOT flat tow this vehicle. Damage to the drivetrain
will result.
NOTE: If the vehicle requires towing make sure all four
wheels are off the ground.

I have flat towed Wranglers since 2002, including a 13,000 mile trip to Alaska. A Wrangler is a great TOAD. We have toured many gread places with our Jeep which you wouldn't do with many other rigs.
We towed a 2002 Wrangler for about 40K miles and now tow our 2008 Wrangler.
As for a "high step" to get in we added factory steps, so this is a non-issue.
Test drive a new Wrangler, I think you'll love it.
