Don't feel bad about your cancellation ... we were just there, and there were so many mosquitos/bugs that we left after two nights. I'm not kidding ... it was "run for your life" as soon as we left our trailer (got a big one in my eye after about 10 seconds), and fishing was impossible. We loved our tour of Crater Lake, though, and that saved the trip! I wish we had stopped at Crater Lake for a day, and then moved on to the area outside of Bend for our overnight stays. The lakes along the Cascade Lakes Hwy are gorgeous and bug-free! Still got skunked fishing, though, on Lava Lake. Oh well, we're determined to keep trying!
I suspect your reservation was through recreation.gov - the cancellation policy is clearly stated when you made your reservation. (it's not just Diamond Lake in Oregon, but all National Forest Campground, that accept online reservations.)
About the Mosquitos...Oregon had record water content in an above average snow pack...so the higher elevations are still very wet...we were at Diamond Lake this past week-end and there was still snow by the parking lot. We should feel blessed that our lakes and reservoirs are at or above capacities.
If you've camped in Oregon at all...you should know that the higher elevations usually have mosquitos until early to mid August...however, our Mosquitos in Oregon, at worst, are nothing compared to the Upper Penninsula of Michigan or Canada...
