He's full of CRAP! Mine is an 05 with the 5.9L rated at 325HP/ 610TQ with the six speed manual and a single rear wheel. I pull my 8K trailer no faster than 65 and can't get better than 12 MPG. Conversely, I can average 21 running empty if I keep the speed at or below 60 on the highway running empty through a few tanks of fuel. I have pushed it hard before towing on the highway running 68 and accelerating WOT when stopping and such and ran 10.5 MPG on that fill up. Of course, my MPG numbers are full trip numbers and I let it idle while unhooking and hooking up and such- once you get an engine oil temperature gauge, you will let it idle longer after highway runs and hard pulls too- the EGT will be down to 300 within two minutes and the engine oil temp is sitting at 220 after 10 minutes with coolant temps never going above 205.
I say real numbers to expect with a later model 5.9L towing around 10K would be 10-11 MPG.

We have a Dodge 5500 and towing a heavy Carri lite. We get around 10 MPG but it is not broke in yet. Go around 55 to 60 miles an hour. With a head wind will get less. MPG Not towing, we have got 14 MPG.
We like this truck. Has 4 wheel drive, positive traction and exhaust break. Laramie cab with all the goodies.

'04 5.9L Dually 4x4 with 3.73's and a six speed. Have taken several >1000 mile trips (multiple fillups). We have a tall (13') fifth wheel.
To the west coast and back averaged 10.96 over 1900 miles (60-65 mph). Colorado to Georgia (~1900 miles), averaged 11.2 (also 60-65)
Many shorter trips we have seen 9.8 to 11.5. The worst was when we lived in the Rockies.
This truck is just shy of 100,000 miles. It's a daily driver. I get between 16 and 17 mpg.
