Last visit to Maritimes was in 2005, fairly soon after bridge to PEI was finished, whenever that was. At that time, one paid only to leave he island, that is if you returned via ferry you paid the ferry for one way, if, on the other hand you returned on the bridge, you paid only the toll for the bridge, regardless of which route you accessed the island. May have changed since then. Anyway, cheap, compared to ferry cost to Newfoundland.

My guess is that things have changed. Now you only pay to get off the island no matter which way you took to get on to the island. What I am saying is that if you took the ferry over you don't have to take the ferry back or if you drove over on the bridge you don't have to return via the bridge. The choice is yours.

If you need a stop in Nova Scotia, Try Whiddens CG in Antigonish. Located just off of the Transcanada highway, and just on the edge of town.

To the best of my knowledge it has always been pay on your exit from PEI and you could pay the less amount by driving the bridge or pay more and take the ferry.
If you take the approx $40 and divide by 2, its only $20 each direction and that is not bad??
I spent my summer as a kid about 15 miles from where the bridge starts in New Brunswick. And I have made maybe 75 trips on the previous ferries.
