Point Lookout is very nice, paticularly the Green Loop (my favorite). There is a state launch ramp right next to the campground (within a mile). There is dockage at the launch ramp but I'm not sure of it's rates and availability. There are several fishing docks at the campground itself. You should call the local rangers to see if you can have boats tie up to them. A big advantage to PLSP for boaters is that you've got direct/short access to the lower Potomac river and the Chesapeake bay, so lots of good fishing.
Beth Page is very crowded and expensive, but the staff are very professional and nice. There is a putt putt right next to the CG. I'm not aware of any cabins at the CG.
I believe Westmorland state park has a dock and boat launch ramp. Not sure about cabins though.
If any of your party are members of the military or retired military, I would look real hard at the Solomons Rec center at Solomons Island. It's closer to Annapolis then the other sites, has YURTS and cabins and houses to rent, has RV and Tent sites and is a very large and beautiful area with a marina and boat launch facility and a fishing pier, pool, game room and lots of ammenities. It would be my first choice.
You can try this place - St. Mary’s Yachting Center. I have not stayed there but ate at their restaurant recently. They have cleaned up the place (new owners) and the campground looked nice. Has boat slips, etc. I don't think they have cabins.
Pocomoke River State Park! (Shad Landing) It has cabins, RV sites and boat slips with electric for staying on the boats. It also has a swimming pool, canoe/kayak/jon boat rentals, hiking trails, etc. The park is very clean and about a 25 minute drive away from Ocean City if you're looking for a day trip or two. It's a Maryland SP.
