We're currently at a nice city park in the UP of Michigan. Had a nice site fairly close to the river. Yesterday some folks came in right behind us with two VERY yappy dogs. I went over last evening and as politely as I could manage asked them if they could try to keep the dogs quieter. After a while, they did take them inside.
This morning, they were outside and yapping and barking non-stop. I went out again to talk to them - this time they got rather belligerent about it, saying that that breed is known for barking. I suggested that they either needed to better train the dogs or leave them home. They told me that if I expected peace and quiet, then I should go out to the boonies! I said that I didn't think it was fair of them to subject their neighbors to such annoyance. Another fellow came by and joined me in my discussion with them, saying they were driving him crazy as well.
I ended up going to the office and asking to move to another site. All that was available were two that weren't as nice as the one we were on, but we moved anyway, just to escape these selfish, discourteous campers.

An uncontrolled animal is the same as unruly kids in my opinion.
At least kids for the most part understand when they are in trouble.
Campgrounds cater to the dog-owners - they never enforce the posted rules about leashes, picking up after them, or leaving them alone in the RV to bark all day. If CG's would enforce their rules and ask offenders to leave, then perhaps there would be some improvement. I spike to the office about these people - all they said is that they would tell them to quiet the dogs.
We camp host at a state park in Florida each winter - last year someone left two dogs alone all day. Everyone in the park complained. All the manager did was remind them not to do it again. And in FL, campers have to sign a paper stating that they have read, understand and will obey the pet rules. So if they violate them, they should be asked to leave.
But on the other hand, nothing will change. Whether its dogs, radios or cigarette butts, some folks just don't care that they're bothering others. Oh, I'm sorry - I didn't mean to hurt Johnny's self-esteem. That's the root cause of the total lack of civility rampant in society. Me, me, me! "Mommy always told me I was the important thing in the world and let me do whatever I wanted - I'm not stopping now."

We get this topic of discussion frequently on the pet forum. Many campground DO enforce the rules. If you are paying, you have a right to have the rules enforced.
I've been in several parks (including an Indiana State park) where the offenders were notified of problems and in the State park, were escorted from the campground.
Bad dog owners make it bad for the rest of us.
