There is no technical reason for not making the emissions regulations only economical. It simply does not makes sense with the market and alliances being formed.

Not sure if this is still true, but Cummins did not make the grade between 2004-07 on it's larger engines. Because of the credits from all of the 5.9 engines- different standards- they were able to sell non-conforming engines. We have passed the point of this making economic sense and with the even more ridiculous standards for 2010 Cat is saying they have had enough.
