I just got this motorhome and am new to this hole deal...any how what controls the heater and tells it to shut off? It seems to keep running and never shuts off and I know that the water is super hot.... the tank is so hot you cant hardly touch it....

Sounds like the tank thermostat is not working correctly. You should get this checked out asap.

the tank thermo stat? Is that one of those two spring looking widgets that rest up against the tank and from the out side compartment you have two wires going to each one of those sensors?

How can you check these sensors?

there is also a thermo stat on the tank but I am not sure if that is just for the hot rod or is that is for both the hot rod and the heater?

The thermostat is electronic and is set at the proper temperature (hot). Has the PT (Pressure temperature) safety valve ever opened and let hot water out? Its the brass valve with a small Handel on the top, like at home.
They do run hot, this is to give you as much hot water as possible with only 6 gal in storage.
When you light off the heater, you should have the pump off and the hot water valve in the kitchen sink open, to let water drip as it heats and expands. Or you can open the PT valve before you turn it on to let some water out, and air in to the top of the tank, to allow for expansion.
If that PT valve starts dripping, replace it, and never put a pipe plug in its outlet.
If your new to RVing, Camping World has some good books on all of this stuff.
Good Luck, and happy camping.

A hot water heater? Is that like an ice cube freezer?

Is there a way to test the thermostat? I seen the seting on it ranging from 110 to 170 I beleive. I turned it all the way down to 110 and it still kept the heater running....
