We have a 98 Passat and the only way we can tow it is with the front wheels up. My questions is, has anyone done this? It is so low to the ground I worried that the back end will hit if we go over a bump. I know a tow dolly isn't the best way to go but I have no other choice.

A tow dolly will work just fine. Being a dealer, I've carried many a VW product (including Passats) on a dolly with no problem. Check your straps and wheel lugs regularly as you travel, and enjoy your trip!
Having towed a bunch of stuff you always have to be vigilant for dragging something. Travel trailers, fifth wheels, you name it. Same thing with a car on a dolly. However if you are careful you should be OK. Towing on a dolly or flat towing the biggie is that you can't back up which means you have to consider that as well. I don't think a Jetta or a Passat would be any different then any other similar sized car. Planning ahead is the trick. I am flat towing right now behind a class A and as much as possible I try to travel without the "toad" because it is an additional hassle but what can you do if you need it. With the dolly just don't forget its back there and back over it.
