I would think for your motorhome you'd want solar panels with enough output to run several 12V fans; then there would be no real issue on drawing down your batteries on hot (sunny) days.
Adding 12V outlets to a vehicle with a 12V system is easy; and you can get extension cords. Running multiple fans is an issue.
We to put ours in the 5th. The 5th is cooler and he's out of sight of others. Don't take but a min to bust a window, grab dog and run. Also we try to have the door of 5th facing the building and we leave the hand rail pulled out, hoping people would think we were inside. When we stop to eat, we never go to a place that will take an hour or so.

My personal rule for leaving dogs in the car is 75 degrees outside. Any warmer, and we go through the drive-thru. But that's me.
For your situation.....Definitely in the TT. All windows and vents open. Better ventilation and less direct sunlight than the vehicle, and also a lot less chance of the dog being stolen. I would crate the dog inside the TT, with a fan going, and a cool pack underneath. There are commercial products available, but here's what I do for hot outdoor trials.... Put water in some gallon-sized ziplock bags, lay flat, and freeze. These go under the pad in their crate. And of course fresh cool water in the crate is a given.

Ours are past the chewy stage, so we freeze 2 liter bottles of water to tuck in their beds. They like to drape themselves over the bottles, or lick them. We also make sure they have LOTs of fresh water - when it's really hot we change it several times a day. Sometimes we give them bowls of ice to lick. (not ice water - I hear it's bad for them)
They have fans hooked to the cig lighter that move air from the front of the truck to the back. While we're on the road that keeps the AC traveling back to them. When not moving, it keeps the air moving so it doesn't heat up as much. We're willing to walk a reasonable distance to find shade for parking.
I bought one of those gel filled cool pads, and it works great but not at over 100 deg. Last summer I kept it in the ice chest overnight and during the morning, then put it in the bed during the hot part of the day and that worked fine, but when it's really hot they just aren't much use without something like an ice chest boosting them.
My DREAM is a Fantastic in an air vent on the shell, but alas that's expensive!
Thank you Campnfuls & Rock for the link.(CoolBox PersonalAirConditioner) My local CW had 3 now they have 2. Set it up in living room with a bucket of ice in it got pretty cool - dogs liked it. Turned on the misting gizmo (sends out quite a spray) dogs a little wary of that. I thank you -- ReddDogg - Mouse -&- Jack thank you.
Sorry I'm late....but maybe someone else would be interested in this little A/C unit for the car, RV, or even a tent. It's basically just a small 20-Qt cooler with a 12V van that blows air that comes through the ice....nice and cool!! A nice option, and you can toss a few beers or sodas in it too!! KoolerAire
