I went through the same thing with my new TV
1st level your trailer, by parking it on a fairly level parking lot, adjust tongue height until both front and back of your trailer frame are at the same height. Measure from the ground up to the inside top of your ball coupler, this dimension is the starting point for the ball height on the truck side of things, you may have to add 1/16" for every 100lbs of tongue weight to this dimension if your truck has a soft suspension. Once the height is determined and ball is set, hook up and adjust cant angle for equalization as you have in the past.
If everything is done properly you should have nose level or slightly down when loaded properly, and your wheel well dimensions should be within 3/8" front to back.
Test and make further adjustments as load changes.

In the end I found out I was taking too much weight off the back, as the truck rides much better when there is more weight in the rear.
I've since dropped down to 3 washers to keep a little sway reduction ability on the bars and to keep the front at original height, but have found the truck handles MUCH better with the extra weight on the TV rear. Also, think about how the rear springs will allow side-to-side motion when they are not compressed that much, so when more weight is allowed to rest on them they are compressed and should not allow much side-to-side action.
Check the tire pressures too. The higher the pressure the less side-to-side they can move as the sidewall is much tighter, you'll sacrifice ride quality though, so it's a trade-off.
Also, I think the general consensus is that the TT should be at a slight nose-down attitude.

Nebraska Native, I am interested in hearing more about your hitch setup. This morning I dropped the ball one notch and added another washer, I am now up to 7. My rear end is dropping 1 1/2" while my front is returning to its unhitched height. The trailer is now 1/2" higher in the rear so it is slightly nose down. On paper the setup looks good but I still am getting the up and down motion. I am interested in how you went from 7 washers to 3. If I did that I think the front axle would be above its original unhitched height.
