Except it's $29.95 annually if you use their "autofill" and $39.95 annually if you don't and there is a $1.95 fee every time you load the card.
You'd better figure how much gas you use over a year, how much gas prices will go up, and how many times you'll "refill" the card.

I think it was HotRod.com or some such membership thing a few years back that did something similar. It was supposed to save 5 cents a gallon. When it went out of business I never got all my money back which just about was the amount I saved over the short time I had it.
I vote SCAM, unless you can get a quick benefit and bail before they go out of business.
