Here in Ohio, Giant Eagle does a similar thing with grocery purchases. Ten cents for every fifty dollars spent. They sell gift cards for restaurants and other stores that also count towards the discount.
I have been able to receive entire tanks of gas for free. The only limits are 30 gallons per purchase and the credits expire after ninety days if not used. I just bought groceries yesterday and now have $1.30 per gallon credit on my next purchase of fuel.

The only Safeway station selling diesel is 60 miles from ouor home. In winter I was driving this direction to ski resorts and was taking gas cans for other vehicles. Single purchase of 20 gallons tank plus 30 galons cans could save me $25 comparing to my local stations.

I know the $50/$0.10 off a gallon program came to an end with June... Not certain what replaced it yet. Odds are if its the $100 one, it will very rarely be seen at the store I work at where a $100 order is rare outside of folks on Foodstamps.

I will guarantee you aren't getting anything for free. One heck of a marketing strategy. Our local Hy-Vee gives 3 to 4 cents off your purchase of gas with a cash register receipt with no minimum food purchase.
A good example of the bargain is that a can of clams for my clam chowder is 90 cents more at Hy-Vee than it is at the store I shop at. You have to get 30 gallons of gas to make up the difference. I'm sorry but I can't afford to buy their gas.
We've got the same thing out here with Von's/Pavilions/Safeway...$50=1 $.10/gal discount, expired June 30...just shopped the other day...spent $300+, got 1 $.10/gal discount good through September 30, 2008! Shorter promo period...but that also puts their price at about $4.249 or so...
