Things are very slow on certain RV's right now. We advertised my Dad's Fifth wheel on Ebay, sold it within 2 weeks. His F250 Diesel Pickup sat for 2 months with no nibbles. We now have it on Truck Trader, with "the ad stays up till it sells" deal ($54.00), and have had a few low ball offers. Craigs List is free, so is advertising it here on RV.Net...but we had no luck there either! You may have bettter luck swapping it for some other vehicle or property!
PPL sells on consignment, and you will likely be dissapointed as to what offers they will get for it. Good luck.

When you find out what you would get for it at PPL you can lower the price to a few thousand more and still sell it. PPL is no bargain for a seller, it is costly. There is one company called Dream finders that will market your mh and it will only cost you 1% when it sells, no money upfront. I can't find their number right now and it is possible they are no longer in business with sales dropping. If you want to talk to them I will try to find the number. Price it at low retail and expect to come down on that, someone somewhere is looking for a mh just like yours, they just have to find it.

I would try advertizing on RvSearch.com
Driving it to Texas to sit on a lot with dozens of other low priced diesel pushers is not a grand idea in my view.
Right now there is not a ton of buyers wanting to buy a RV that is going to cost 50 cents per mile to drive it. But at least the buyers of higher cost RV's are still out there. Hopefully you can find one. I think Califronia is better than Texas.

If I was to purchase a rig from PPL, would I be purchasing from a private seller or from a dealer? Basically, would I be paying sales tax?

You purchase from the owner, through PPL. They do all the paperwork for you.
No, you do not pay sales tax in TX. You pay your own state's taxes when you register the MH with the DMV.
10% of sales price is the consignment fee.
PPL has the best "shopping" site of any RV dealer. The site shows lots of photos of each RV, the floorplan, the details and amenities are listed. They get a lot of traffic both to the cyber site and to the land site. I bought from PPL, in no small part because of the site. I had a very good idea what the MH was going to look like when I got there. PPL's MH ratings are right on target.
But be warned. No one shows the MH's to the visitors. Visitors get to go through the MH's at their own pace. The MH's are unlocked all day but everything is behind fencing so only potential customers and PPL employees are in the lot.
July and August at PPL's Houston location is like being on the surface of the sun, I know - I was there. But, even with the broiler-like heat I saw at least 30 "new" customers a day, looking and buying.
I have no idea what the selling experience would be like, but the buying end was trouble free.

Little did I know, because he had a "dealers license" I was stuck paying sales tax when I got back in GA. Had it just been a private seller, I would not have had to pay sales tax in GA. That's why I was wondering who I was actually buying from when it came to PPL.

How does that work? In Mo you pay sales tax regardless of who you purchased from. Thought it was that way everywhere. Learn something new every day.

I know what you mean, I was there also on July 10th for their sale.
It rained for a few minutes then the sun blazed down and the heat was unbearable. We had to cut short our visit as my wife could not stand the heat. Found a few coaches that we liked but decided to wait for a few more weeks before going back. Have found their prices are dropping steadily since. I do like the fact that they leave you alone to do your shopping. I was considering letting them sell my old coach but there are too many strings attached.

It doesn't. You gotta pay sales tax in your home state (if required) regardless of where or whom you bought it from.
