Gale Hawkins beat me to it but as long as there's going to be a vote, here's one for 90.

I vote 95. Note that the long mark is halfway between two of the small marks.

Correct.
You'll notice that dash in the middle of the 0 is slightly darker than the rest of the lines. That's the 0 number.
The line between the numbers is the #5 increment.

I can see both lines of reasoning but the increments don't seem to work for either 90 or 95.
DeweyClawson:
Please use another gauge to determine the pressure of one car tire, then use the above gauge on the same tire. Tell us what the reading is and then maybe we can figure out the rest -- and don't tell us it's 92.5 either!

95.. But check it with a known gage, NOTE that these gages may say on the name plate that cries "Accurate" however they don't do well when it comes to accuracy
But compare it against another known gage
Nothin adds excitment like something that is none of your business

If you need 95 I would put another 5 in it. Better to have 5 too much than too little. Also on those the indicator can fling out a bit, make sure you try to push it in so that it is against the internal movement.
I would like to see the full scale and the intended pressure range of the gauge before I give an official guess.

95 psi. The small darker line is at the 10,20.30 etc. the small lines in between are @ 2 lb increments. the long line under the number is between the 4 lb and 6 lb marks, hence 5 lbs. 95 psi!

Exactly, what he said, it's 95 psi. I've been using these gauges for almost 60 years. Boy, I guess we can argue over almost anything!

If it's 95, EXACTLY where is 90?

90 is always half way between 80 and 100.
My wife even got 95 from the picture.
