Did for quite a while on class'C'. Just snugged 'em up close & tight(rack slipped over top step 2 arms out)high enough to be out of the way of the tail lites. Ran that way for years no problems. Then bot new bikes and center frame cofiguration not the same - wont hang. Now use rack on top of toad if need to take.
To bad your not closer you could have mine & 2 bikes. Used it couple of times but the new coach's ladder doesn't seem as rigid as the last one so we went to folding bikes. Personally I believe there are better bike rack solutions.
We have a ladder bike rack. If I had a choice, I wouldn't use it but since I really don't have an alternative, it works OK. Here are my suggestions:
1. Most ladders are mounted with just screws. Carefully go over every ladder mount point and make sure that the screws are tight. The problem is that the weight of the bikes can cause movement and that could crack your RV
2. When you put the bikes on the rack, be sure they cannot swing. On mine, the front wheels could so I built "spacers" out of 2" square PVC by cutting slots in both ends and putting pipe insulation around where those slots made contact with the front forks on the bikes. I also built a spacer between one of the ladder rungs and the fork on the first bike.
3. Pull the bikes tight against the spacers using the straps with the rack. On mine, the ladder rack instructions recommended pulling down with the straps. I compromised and pulled down and in by going a rung or so lower than the bikes with the strap. I make sure that the spacers are firmly locked in place when I'm through tightening the straps.
I can only say "so far, so good." I haven't had problems with the bikes moving in transit. I had DW follow me in the car and watch when I went over bumps. For me, any movement is a problem.
