Is your chassis a Spartan? How do the fog lamps get switched, a separate switch or the main headlamp switch?
On my Freightliner chassis, you pull the main lamp switch to get the fogs. I believe to do that the main headlamp switch has to be on.
Good luck.. I'll bet Newmar will be able to answer that.

It is a Spartan chasis. The fog lights are on a separate toggle switch.

Most states have similar laws. Fog lights are required to operate with the low beams only or parking lights in some states. After all, they are supposed to shine low and close to the vehicle since you are supposed to slow down in the fog.
Driving lights work only with low beam and passing lights work only with high beam.
In some states it is illegal to drive with only parking lights. The name of them is a big clue, but I guess some insist on saving electricity.

I bought a coach bus (to convert to an RV) in Virgina and it never should have passed the inspection.
Fog lights inoperable
Only one front brake worked
Brake shoes worn beyond legal
Exhaust pipe cracked
Tires pretty much bald
The used bus dealer I dealt with does their own state inspections. (Talk about conflict of interest!) The repairs cost just about $10,000 not including tires. Had the inspection failed as it should have I would required repairs or asked for a better price.
The Virginia state inspection requirements for buses and heavy trucks are ridiculous for the $50 or whatever it costs. The inspector is actually supposed to pull the drums to inspect the brakes. $50 is about 1/2 hour labor. No way they can pull the drums and do all the rest in 30 minutes.
I live in Minnesota and no inspections required here for RVs and cars.

Different places, different rules. I always was under the impression that you had to drive in Canada with fog lights in the daytime, but what do I know - I haven't visited Canada for eons.
There are some countries in Europe that driving without your head lights on(always) results in a $20 fine. Don't ask how we know

I haven't had a chance to do anything. I'm taking it back to the dealer for some minor warranty work, and I told them they need to fix it so it will pass inspection. I have an appointment in a week and a half.

I have my Ventana in for some warranty work. I told them it failed the inspection, and Beckleys said they'd call the VA State Police.
When my MH failed, I was pretty angry, and I just dropped it off at my storage spot.
When I took it to Beckleys, the fog lights were only coming on with the headlights! I think this inspector was trying to get money out of me for a relay I didn't need.
Anyway, Beckleys talked with the state cop and discussed how my MH worked. The cop said everything was OK. They're going to have the cop call Reines in Manassas where I took my motorhome.
I'm going to try another place to get it inspected.

Sorry but I had the same problem. The Dealer in Manassas is correct not the customer per the state police. The manufacturer on some coaches like Winnebago will change the wiring for fog lights for free. In fact the state police faxed me a copy of the rules regarding fog lights showing me that Reines was correct.
