When the guy's went fishing, one person was in-charge. The person in-charge got all the cheeks - is this a big deal?

Only if you care. The cheeks are reputed to have the best flavor and texture of the fish. Very expensive when sold commercially.

The guy's are now questioning the action, but don't know much about this fish, that's why I'm asking; there are so many knowledgeable people on this forum. Is it enough to be upset about? Or no big deal?

On the halibut fishing trip I was on, the crew got the cheeks and all of the fish I did not want. I think we only kept 30 lbs of our catch.

Here is an ad for commercially available Hailbut Cheeks:
"Alaska Halibut Cheeks
These very popular halibut cheeks are considered a delicacy by many seafood connoisseurs. Halibut cheeks are uniquely textured succulent pieces of heaven with that pure, mild flavor everyone loves about halibut. Commonly the size of large scallops, they can be prepared in a variety of ways. You'll find your guests asking for more of these as they have an addictive quality about them."
They are absolutely the best part of the fish.
They sell for ~ $21.95/lb.

I think the cheeks issue of OVER BLOWN! There is alot of great meat on a halibut--we kept the cheeks and the steaks! It was all great eating.

Yeah, it's easy to say you don't care if you get them or not...but watch this and kick yourself in the pants for not swiping these for yourself! Halibut cheek .
This'll make your mouth water, so get some old rags handy!

No big deal-just like Grouper cheeks! You'll never know the difference unless you are a fresh fish connaisseur(catch, CLEAN, prepare, cook and eat your own fish and do NOT freeze them).

I've not been on a Halibut charter. But have seen many return with the catch. It appears they keep track of who catches what by notching the fish.
When you get your fish and can have them commercially cleaned and/or processed. Or the crew will clean them. And you can do whatever with the fish. Or--take them whole. The crew gets paid in dollars, not fish.
Don't know what you mean by "one person in charge".
States I have spent the night in my current rig, bought three years ago.

I've been on a couple halibut charters....i have never heard of your "one person in charge" deal. On the larger halibut, we were always asked if we wanted the cheeks.
