FMCA states that the 2008 model can be towed 4 down. What year are you looking for?

I have a '06 Cobalt that I pull 4 down. 1 fuse to remove. Had a Cavalier before that, no problems with either one.

towing the HHR, which has the same underpinnings as the Cobalt. Much better as a toad, IMHO. Seats sit higher, rear hatch vice trunk. Loads of storage room for tables/chairs. It is my daily driver also, getting 30+ MPG highway, 24-25 MPG combined.

Yes, I have been towing a 2006 Cobalt 4 dr. for almost two years.
Tows well, but I have had the steering gear and some struts replaced under warrenty. I don't think the towing had anything to do with it.
It was causing a rattle soon after I purchased it. Chevy had the rattle listed as a nuisance instead of a recall.
