I'm planning a trip to Goosenecks and would like to know if the road back into Muley Point is paved? I already know about the Moqui Dugway. I will not be pulling anything.
NO its dirt but is smother then the Dugway and worth the trip. Go all the way till it ends. Over looks the Gooseneck and Monument Vally in the distance. Its not marked but is the first left at the top of the Dugway where the pavement starts.

Is it better to go up or down the Dugway to get to Muley Point? I am coming from Monticello and can do either.

It depends on what you are driving and where you are going after Muley Pt.
I have only been there once and from Monticello we came down 191 to Bluff and then 163 to Monument Valley. We stayed at Gouldings in Monument Valley and took a day trip to Muley Pt by way of Valley of the Gods Road. Valley of the Gods (dirt road) starts just north of Mexican hat on 163 and comes out on 261 at the base of the Dugway (16mi) so we went up the Dugway on to Muley Pt and then back down then stayed on 261 back to Mexican Hat.
