I agree with the suggestion of Florence, AZ. If you want to see an incredible hardware store you must visit Florence. Did you ever see the movie "Murphy's Romance"? Much of it was filmed in downtown Florence. Small town with nice people.
Borrego Springs, CA absolutely totally fits every requirement. They have a delux RV park and several older ones. Everything is small town. It has been Yupified some but the hardware store, etc., has all been there forever. And it is only an hour and a half from San Diego and Palm Springs so it is an easy drive when you want WalMart, Home Depot, etc. And it is drop dead beautiful desert.

You might try Blythe California. It is a Tad bigger (over 10,000) but is primarily a farming town, (yah it's green there) and the locals are fairly laid back. Mostly dutch and latino influence. There are a couple of RV parks on the river and one up on the golf course which is outstanding. http://www.ranchoventanarv.com
Here are a few pics of our lot in Blythe. All are privately owned but many are for rent for around 400 to 450 per month.
Bentsen Palms Village RV Park, adjacent to Texas state park, and Rio Grande River. Birding and butterflies. 10 miles of bike trail. Far enough out of the town of Mission but not too far to run in for needs. Good medical facilities in Mission. If necessary to fly out for any reason Harlingen airport is nearby and you can get anywhere. The park is probably booked for this winter but you can call the 877 number on their website. We arrive there Dec. 8, probably for the whole winter.
