Yamaha Raptor 250 would be my choice. Plenty of power, light weight, sporty handling.

What is her height and weight? I think that is the main consideration when getther a quad. Sounds like she can ride well, but a 400 may be large for her frame. Then again, a Raptor 250 may be too small for her.

I bought my wife a Honda TRX250 last year and it is a great quad, sport clutch is great.

+1 on the raptor 250.. It is fast and light. If she is 150lbs or less this is the size quad for her. She will get it to big problems if she can't throw it around a bit.

Honda 400ex or Suzuki 400. My son went from a built trx90 and a ttr90 to a 250ex when he was 13 (5'6" and 130 lbs - he had to master the 90s before I would move him up) Within 2 rides, he wanted more. My 400ex was perfect for him...I liked the Z400 too, but by giving him my quad, momma had an excuse to move up

Ok, now that I've got your attention.
Where do you ride?
Sand?
Desert (hard-pack?)
Altitude - sea level or at elevation?
My 11yr old has a 250EX and it is a good bike but, we ride in the sand (robs power) and often at over 4000' Above Sea Level (ASL) which also robs power. I'm already thinking this Honda 250EX isn't enough power for her.
IF you ride at Pismo (sea level with harder pack sand and few hills) than the 250 may be just fine.
If you ride a Glamis (Sea level with longer steeper hills) I think the 250EX for a 16yr old girl won't be enough.
I assume since you are looking to spend money on a new quad for her you guys will be doing more riding than once or twice a year? Maybe she'll get some experience and grow into a slightly larger quad?
The 250EX is very nice because of the shifting and it has been a great transition bike from an LT-80 but, my Daughter's day's on it are numbered.
I like the Raptor 250 but, it doesn't have reverse. I think I would rather get her something with reverse to help her out. . . even if it is bigger. A 16yr old could pull that Raptor backwards off a stuck spot or trail without any issues as long as she wasn't too small.
The Z400 is one of my top choices. . . a 400 class bike with reverse. That may be my daughter's next quad. I know she could ride that for a long time. It isn't a big-bore or a race quad but, it has plenty of power to get her where she needs to go.
Tell us where you ride (elevation, sea level, etc.)
Also tell us about your daughter - height and weight.
I can't wait for the days when my daughter can really ride with the rest of the group at a good clip. The little-ones are slowing us down less and less these days and I'm enjoying more and more the group rides with the kids. I give her 3-yrs before she is riding with Mama on the group rides.

As mentioned, it really does depend on where you ride. My wife rode her 230 Suzuki fine on the beach, but managed to flip it following me up a cow trail in the mountains. We were lucky the machine was light as it landed on her helmet. She never wrecked it again, but sometimes the learning curve is harsh. In hindsight, I should have gotten her a 4X4.

I just bought a used Honda 250EX. It is quick and peppy. My sister-in-law bought a new one around the same time. Hers is sluggish compared to the one I bought. I would suggest a Honda 350 Rancher. Nice size without being to big to handle.

We usually ride at Dove Springs or Spangler Hills.
Sometimes Arrowhead now.
