Well we definitely need more info than that to help you out but let me take a guess.
I'm guessing your browsing to a web page that has a big blank square with a picture of a puzzle piece and the phrase "click here to get the plug in." What this means is the web site it using a specialized format to display their content. The most common are Flash and Quicktime, however there are many more. When you click the link you will go to a download page for the plug-in software. Usually content that requires a plug-in is pretty large, most often video, 3D images, slideshows, etc. Probably 1-2MB download for the plug-in, so you decide about your dial-up.

There's also the security issue. Without knowing the source, I'd be concerned about some kind of malware.

There are thousands of different plug-ins available out there and most could be downloaded via dial up but some may take a while. Most, however are relatively small files. If you don't NEED the plug in or want it there is no reason to download it. Not doing so will only mean that there is some feature on that particular web site that you cannot view/use. If the plug-in involves Flash, get it straight from Adobe. If it involves Quicktime, get it straight from Apple. You're assured of getting the latest version and you practically eliminate the possibility of getting malware.
Watch Apple, however, They want to throw in all kinds of mp3 stuff you may not need. It's not malware but it's stuff you may or may not want.
I'd go ahead and install both Flash and Quicktime if you don't have them. They're widely used around the world.

Be certain of the source .. while plug ins are Req to View many things its also a way to make you think you need a new program that could be mal ware since you are downloading an executable file !

another plug in you will need is Microsoft Silverlight if you want to want Olympics from NBC site!! Microsoft developed this to compete with Flash and Req you to use it on the NBC site ... actually its pretty amazing compared to flash and been reviewed very highly

The web page thinks your browser needs a helper program to display something on the page. Or somebody wants you to download and run their latest Internet worm or spyware, or worse, something to destroy your computer.
I don't let a web page push a plugin at me. I try to find out what it is they think I need, then I go to the source to get the real thing. Or I decide I don't really want it, because most of the time the plugin will be used to display advertising or gather information to target advertising.
Ask in the "Forum Technical Support" forum, if it is their plugin.
