Anyone know the difference between a recall and a bulletin? Perhaps a recall notifies everyone and the bulletin is just for those who happen to complain about a problem? Anyone know of any web sites that list bulletins that haven't been classified as a recall?

a recall is something the manufacture knows is a problem and must fix a service bulletin is something to help other technicians around the country with diagnosing certain problems and different fixes for them

A recall costs a lot more than a SB. Usually a recall is for something that is dangerous and would risk the manufacturer ending up in court so they want to show that they demonstrated a reasonable effort to correct their mistake and that they will absorb the costs to correct it. A service bulletin acknowledges a problem but you are usually on your own as far as the costs. The Ford F-53 460 fuel pump issue comes to mind. All of them were bad from the factory but all Ford did was issue a SB rather than recall them.

There are SSM's (Special Service Messages, TSB's Technical Service Bulletins, and Owner Notifications, and Recalls.
SSM's are pre-TSB's where the factory is telling technicians about a potential issue, new part replacements, seeking information on potential issues (EDSR's) TSB's are service procedures that address particular symptoms (driveability, NVH, wind noise ...) these only pertain to certain vehicles built between certain dates, with specific engine calibrations, options, built at a certain plant, etc. These may or may not be covered under warranty, or Extended service plan. Just because there is an issue does not extend a warranty!
A Owner Notification is not a recall, and is more restrictive (time, mileage, how much they will cover, abuse, or , misuse may invalidate the ON). It may come with time or mileage restrictions on the repair. Owner Notifications are a goodwill effort of the manufacturer, and they are not obligated to do these. They do these to instill owner loyalty so you will purchase again from them.
A recall can be voluntary or government mandated. There are inspection, safety, emissions type (plus others) recalls. These are paid for by the manufacturer, and they are obligated once they announce them to notify and attempt to get a certain completion percentage. These are very costly to the manufacturers and some are more likely to do them proactive than others.
And yes there are services that you can look up the notifications. But your best bet is to go back the dealership were you purchased. They will have your best interest in mind, and will be able to tell if any of these apply specifically to your vehicle.

A SB says "we have seen a few non-safety issue problems. this will help you diagnose it."
A recall says "we have seen many safety related issues with ?????, now we have to fix it and make the vehicle we built safe to drive."

thanks guys, what brought the question up was our rear window having a terrible air leak when pulling a trailer. The dealer was able to pull the problem up under a service bulletin and covered the repairs ($1000+) under the factory warranty. Do you think the dealer would seach out other service bulletins for the vehicle for items that we would want corrected before the warranty expires? Or do you know of any web sites that list possible bulletins?

Well for Chrysler Corp you can go to the division web site and look up any Recall only notices. Look for the "Owners" link in the upper right hand corner of the home page. This can be used for any Chrysler Corp vehicle no mater how many owners it has had.
Note: it only shows Recalls and not TSB's you can have your dealer look them up for you and they will (or should) be more then happy to do it for you.

You have to have a specific complaint to have it checked out. they won`t just go through the list and replace or repair anything with a SB.
