The guys who deliver RVs (I am one) are required to have a CDL if the total GVWR of their truck and the GVWR of the RV added together exceed 26,000 pounds. Actual weight does not matter (unless of course it exceeds GCWR). This limits me to trailers with GVWRs of 15,500 or less. Some transport companies require a CDL in order to lease with them, period. Drivers who deliver motor homes equipped with air brakes have to have CDLs as well.
He can re-new as a Non-CDL Class A (or whatever class). The medical card is required for the COMMERCIAL part.

A CDL is not required, nor is a health card, for personal RV use, no matter how big, heavy, long etc. Even a Class-A motorhome with air brakes does not require a special license or endorsement...though I think it SHOULD be a requirement with a very large vehicle or when towing double. I AM a CDL holder with doubles experience and all endorsements as well. And as someone already pointed out, many (most, actually) states do not allow towing doubles, so you would need to check with the laws of the states you plan on driving through. If all they are doing is towing one trailer then they would need a Class B not an A. I have seen some flat bed haulers with two TT up on top and a larger TT on the ground. I would bet they have a Class A and all RV transporters have to have DOT numbers displayed along with a log book if driving across State lines or more then 100 miles from their home terminal.
