Why would you check with the "county"?
Bankruptcy filings are made in the United States Bankruptcy Courts, which are organized by state and "region". Unless they are listed under the matrix of creditors, and until they are notified by the Bankruptcy Court, a county government may be totally unaware of the fact that a local business entity has filed for bankruptcy protection.

When people and companies first start to go south financially the local circuit court records will have a list of all the creditors filing for their money. This usually tells the story long before they decide to file bk.

No credit card refund should ever take 3 to 4 weeks to process unless it was done via paper instead of electronically, and what business doesn't process credit cards electronically these days?
All but one credit card refund I have received in recent years has been credited to my account within three business days.
