Was in the same boat as You in trying to rotate the tires on my 2002 Powerstroke with the Factory Aluminum Rims.
Solved the problem when I had to re-tire at 30K miles as the factory Generals just kept blowing or getting bubbles in the side wells.I had actually had to replace 4 of the 6 of them all under warrenty.
Anyway Bought 4 steel rims&covers,,,put the Chrome Alumimum one's in the shed,and have never looked back.I am doing a 7 tire rotation(heck the spare is just gonna dry-rot if not used) have 65 k on the Michelins,(based on a 4k rotation-same as my oil changes)and I expect to get at least another 20 K.
I only use my truck for Camping is not subject to the daily driving others may be doing.So in all reality its all highway driving...

I rotate every 15,000 miles per Dodge rotation schematic. It is a big job to do it yourself but I do. I am also careful to line up the valve stems, something that was apparently lost on Les Schwab when they did it so I re did it.

When I bought my dually, the previous owner had installed aluminum rims on the front and outside duals. Part of my deal was that they would change out the Alum's for steel. Being that I live in Michigan, I hate polishing rims as I used to do on my Class 8 OTR trucks.
Actually, I have a weird tire rotation on my dually. Since I sold my T/C and have yet to replace it, I usually don't have much of a load in the rear of the truck. So after much searching and checking with GM about safety and warrenty issues and finding out everything would be good to go.
I remove the inside duals and run around singled out on the rear most of the time. I take the insides and move them to the front and leave the fronts in the garage for safekeeping. Then when I need to tow something that is heavy, I move the fronts back to the inside rear and put the original fronts back on.
With my 8.1L, I picked up 20% better gas mileage by singleing out the rears while empty ... in the city. Of course, that is not real hard to do when my mileage with the duals was only 7.8 to 8.0 now I get 9.5 MPG singled out on the rear axle. I get 10.5 MPG on the highway either singled out or running the duals. I also get a much smoother ride running around on half the tires on the rear, no more harsh riding buckboard. Since I haul heavy about once a month, I am continually rotating my tires. About every three months, I rotate everything side to side. It only takes me about 15 minutes to make the change either way.
These tires have over 35,700 miles and I have only used 3/32" at the wear bars.
There is one other thing that I did, was to change from 215/85R16 to 235/85R16 with Fred's 2" spacers in between the duals when I am using them. When I am singled out, I do not use the spacers.

I just keep'em where they are. 1st set wore out at 35,000 in the center on the rears due to too much inflation. The second set has almost 15,000 and is wearing evenly now that I reduced the rear pressure from 80 to 60 psi.

In my opinion, it's not worth rotating the dually tires front to rear with the aluminum rims. I've got a slight amount of irregular wear on my fronts after 45,000 miles. I may flip them side to side (L to R and R to L) at the end of this camping season. They still have plenty of tread left. They are the factory installed BFG AT's.

I'm with Mowermech. I think it is very important not to separate the duals. I also like to keep all my tires running the same direction. This is more important with studded tires but used to be the cause of separation problems a few years ago.
I replaced my 4 year old factory Generals last winter for M 55's because I was tired of no winter traction, the Generals still had several thousand miles left. And they were never rotated.
