I did check the fuel pressure, compression before I tore the engine in the pictures down. Fuel pressure was 13 psi.
I don't know what you looked up for the regulator but if it was a rebuild kit that might not mean a lot. All they are is some gaskets and the diaphragm, the pressure is set by the spring, the rebuild parts could be common. As a matter of fact most kits I've seen have more parts you don't use than are used.

I think it's more likely they upped the fuel pressure in an attempt to boost the HP rating. I think they were trying to compete with the Dodge V10 that was introduced in 1994. Just my guess.
Ignition Control Module was the cause of no gas to run issue - purchased a new one at Autoznone and she started right up runs like a top. Thanks for the advice everyone and all.
