Apparently there are different GM TBI regulators and P/N 17113079 is the regulator for a 7.4L motor that needs 26-32psig.

I couldn't find P/N 17113079 in GM parts direct etc but it did cross to another number here so it looks legit.

I did check the fuel pressure, compression before I tore the engine in the pictures down. Fuel pressure was 13 psi.

I don't know what you looked up for the regulator but if it was a rebuild kit that might not mean a lot. All they are is some gaskets and the diaphragm, the pressure is set by the spring, the rebuild parts could be common. As a matter of fact most kits I've seen have more parts you don't use than are used.

They could have beefed up the fuel pump getting read for the MPFI system that became standard in about 1996?

I think it's more likely they upped the fuel pressure in an attempt to boost the HP rating. I think they were trying to compete with the Dodge V10 that was introduced in 1994. Just my guess.
