Bob, you 98 should have have 4w anti locks, my 96 had them as does my 2000. Now the 88 model when it first came out only had rear anti locks! The mechanism that makes the anti locks functions may be better in the newer 2001+ body styles. But the 90's body style did have a 4w anti lock system. I had no issues with the 96 towing in snow and ice, the 88 was interesting, in that the fronts would lockup.

I had a 7200 GVWR 2500 with the 350. It has a 9000 tow capacity with the 4.10 gears. The truck has double towed a 7200 GVWR 5er/18' 3500 bass boat for eight years. Its a TB smallblock and gets max torque at 2400 rpm. Comparasions to a new gen big block or the new gen high hp smallblocks is apples vs tomatoes.
Yeah its a low hp smallblock but very dependable if maintained correctly. I would install a stacked plate tranny cooler if towing anything.
