Ahh yes, California, The Golden State ... land of high taxes, high vehicle registration fees, and a high exodus by business and retired individuals.
Why anyone who has the option to leave, doesn't is truly the definition of 'insane' (just doing more of the same and always expecting a different outcome).

Back to the initial post. I emailed CARB yesterday and asked them the same question, haven't heard back from them yet but I will post the reply when I do.

Although you never know what California may come up with, generally I don't think it would pass constitutional muster to change the laws and require a private party to upgrade a vehicle that was perfectly legal when purchased. The government generally can't do that unless the government pays for it. But then again, this is California so who knows what they may try.

They are not required to upgrade. They just can't operate them if they are not upgraded.
